Hello,
All fixed telephone numbers in Japan total 9 digits including the area code. This means that you should have 43 (Chiba's area code) + 7 digits. I don't know how old your number is, but it must be very old since you only have 4 digits and I couldn't find any information on a recent numbering change of that magnitude. Could it be that the number you have is simply incomplete?

For official help try the Communications Ministry of Japan's website:

I think there are cell phones starting with both 8 and 7. However, there are also landlines starting with these two digits therefore it will be hard to differentiate between mobile and fixed numbers. I will further look into this to see how I can more accurately describe India's numbering plan.

There are some cell phone numbers in India that start with the number 8 instead of 9. I believe it's an Airtel company there supporting these numbers.

Can you confirm that please?

On August 1, 2011 The Communications and Information Technologies Department of the Republic of Azerbaijan replaced all 3 digit geographic area codes with new 2 digit ones.

A change in Georgia's numbering plan was announced by the Georgian National Communications Commission. The change will be implemented on June 4, 2011 when all fixed and mobile phone numbers will become 9 digit (currently Georgian phone numbers are 8 digit).

Fixed numbers

Georgia landlines (fixed numbers) will be added digit 2 (two) between the area code and local number. Examples:
-landline from Tbilisi, currently of the format 32 ??? ??? (8 digits) becomes 32 2??? ??? on June the 4th, 2011;
-landline from Batumi, currently 422 ?? ??? becomes 422 2?? ???;
-and so on...

There is one exception to the above: the Rustavi region, with current area code 34 will be assigned area code 341 on June 4. Moreover, all former Rustavi local numbers starting with digit 1 (1?? ???) will become: 2?? ??? (digit one is replaced by digit two).

Mobile phone numbers

The vast majority of cellular numbers are added digit 5 (five) in the very beginning. Currently, mobile numbers are 8 digit and, with the addition of the extra digit they will become 9 digit. Examples:
-cell phone numbers that currently have this format 58 ??? ??? become 558 ??? ???;
-cell numbers of the format 68 ??? ??? become 568 ??? ???
-and so on...

There is one exception: cell phone numbers of the format 90 ??? ??? are added digit 7 (seven) becoming 790 ??? ???.

Trunk code and International IDD/Exit code

With this national renumbering, Georgia's national trunk code formerly 8 (eight) becomes 0 (zero). Also, the new code for dialing internationally from Georgia is now 00 (used to be 8 Pause 10).

Read the Official announcement.

Our page on dialing to Georgia has up to date info.

Important!

The above described change in Georgia's numbering system follows a previous change to landline area codes implemented in April, 2011 when the following geographic area codes were changed:

Area code 222 became 422 in April, 2011

The Department of Information Communications Technology of Seychelles announces an updated Numbering Plan for this country starting May 4, 2011. All fixed and mobile phone numbers will be added one digit to become 7 digit as follows:

Fixed numbers

2? ?? ?? become 4 2? ?? ??

3? ?? ?? become 4 3? ?? ??

Mobile numbers

5? ?? ?? become 2 5? ?? ??

7? ?? ?? become 2 7? ?? ??

VoIP phone numbers have this format: 6 ?? ?? ?? (it seems that these numbers were already 7 digit at the time of this numbering plan update so they didn't change).

Complete and up to date info on calling Seychelles

Hello,

You should leave out the zero in the VT phone number (0168... becomes 168...). I'm not sure why you have 11 digits (without the zero) since Vietnam cell numbers are 10 digit.

As of today, October 15, 2010 the Agence de Regulation des Postes et des Communications Electroniques Brazzaville announces the introduction of a new telephone numbering plan for the Republic of Congo, increasing the number of digits in all fixed and mobile phone numbers from 7 to 9 as follows.

Fixed numbers
All fixed telephone numbers are added digits 22. Example: Brazzaville number (before October 15, 2010) 28? ???? becomes 22 28? ???? (starting October 15, 2010).

Mobile numbers
Cellular phone numbers now start with zero (note that the starting zero is not a trunk code and should not be left out when dialing to Congo from abroad). Here are the 2 digits added to cellular numbers, by wireless carrier:

Equateur Telecom: ??? ???? becomes 01 ??? ????

Warid: ??? ???? becomes 04 ??? ????

Celtel: ??? ???? becomes 05 ??? ????

MTN: ??? ???? becomes 06 ??? ????

Our main page on calling Congo includes updated information for calling this country.

If the phone rings it usually means that the call does go through.

One thing you should make sure of: area code + cell number should total 10 digits. If you have the following format for the cell number 15 ??? ???? you must drop the starting 15.

On September 4, 2010 the Ministerio de Transportes y Comunicaciones Peru announced a simplified version of its calling plan for mobile numbers in this country. Previously, in order to dial to a mobile number in Peru one had to also enter the area code for the city/town called. Starting September 4 area codes are no longer needed for dialing Peru cell numbers, resulting in a unique numbering format for all Peruvian cell phones: 9?? ??? ???. Also, cell numbers lose the trunk code (zero) when dialed within Peru.

Here are some sample dialing instructions:

-Calls from US to Peru mobile: 011 + 51 + 9?? ??? ??? (previously 011 + 51 + area code + 9?? ??? ???)
-More specific: calls from US to Lima cell phones (Lima has area code 1): 011 51 9?? ??? ??? (previously 011 51 1 9?? ??? ???) - so you drop the area code
-Calls from Peru fixed/mobile to Peru Mobile: 9?? ??? ??? (previously 0 + area code + 9?? ??? ???)

The page below has

Strange indeed. Try calling your phone service provider to inquire about this - could be a problem with placing international calls on your wireless plan.

One other thing you can do - try dialing another Argentinian phone number to see if it works.

Hello,

It's a bit difficult to guess what the problem is in this case since you say that you can call this number using a different telephone line. Indeed cell numbers in Argentina start with 15 and these two digits must be dropped when dialed from abroad. You shoud have this dialing format from Greece:
00 54 9 followed by 1o digits (area code + cell number).

Starting May 1, 2010 Ghana National Communications Authority announces a major overhaul of its fixed telephone numbering plan. Most area codes change and most local numbers are added 1 to 3 digits. The goals of the changes:

One example: former Accra telephone numbers of the format 21 ?????? become 30 2??????. In other words area code 21 becomes 30 and digit 2 is added to the local number.

The 10 resulting area codes by region are:

Ashanti - 32

Brong Ahafo - 35

Central - 33

Eastern - 34

Greater Accra - 30

Northern - 37

Upper East - 38

Upper West - 39

Volta - 36

Western - 31

Starting March 15, 2010 the Oficina Reguladora de las Telecomunicaciones (ORTEL) Equatorial Guinea introduced a new numbering plan for this country by adding 3 digits in front of all existing 6 digit fixed and mobile phone numbers. Currently, calling an old number will trigger a message informing the caller of the change and what digits to add in front of the number.

For most landlines digits 333 must be added in front of the existing number. However, there are some instances where 33x or 35x must be added (clients usin HiTs operator).

For cellular numbers the following digits were added:

222 for GESA subscribers

551 for HiTs subscribers

Dear Dan,

Kiev city and Kiev region (oblast) are different administrative units. Kiev is a capital of Ukraine, so it has special status. It is like Washington D.C. in USA.

Wikipedia(http://en.wikipedia.org/wiki/Kiev_Oblast) says:
Kiev Oblast, also written as Kyiv Oblast is an oblast (province) in central Ukraine.

The administrative center of the oblast is the city of Kiev (Ukrainian: Київ, Kyiv), also being the capital of Ukraine. Despite being located in the center of the Kiev Oblast, and hosting the governing bodies of the oblast,

Kiev itself is a self-governing city with special status and not under oblast jurisdiction

.

I offer you to state in your list Kiev city(44) and Kiev region(45) separately.

We only list city codes. What is Kiev region anyway? Is this Kiev's metropolitan area? Do you think people may get confused when seing Kiev area code=44 thus believing that all of Kiev's region has area code 44?

You changes 8-10 to 00
but you didn't add new code of Kiev region - 45

I think that now a lot of inhabitants of Kiev region faces with great problems, receiving calls from abroad. Dan, you shouldn't forget about them ! :)

Dan,

Thanks for editing. Now it is short and understandable :)

Waiting for pause depends on equipment(exchange) which serves your call outside region or country.
If it is digital (modern) -- it is not necessary to wait for pause.
If it is analog (old) -- you have to wait a little after 0, and after pause you should hear continuous beeeeeeeeeeeep.

Biggest telecom company in Ukraine, Ukrtelecom, says on their website next

1. Outside region and to mobile phones, whithin Ukraine:
0 (wait for continuous beep);
CITY CODE or MOBILE OPERATOR CODE;
PHONE NUMBER.

2. Outside Ukraine:
0 (wait for continuous beep);
0 (prefix for abroad call);
COUNTRY CODE;
CITY CODE;

Andrey,
Thanks for posting this info. I edited your post to more succintly report these changes - I hope you don't mind.

One question: when dialing domestic calls do you have to pause after dialing zero? What about international calls (do you dial 0 pause 0)?

Thanks again.

Starting October 14, 2009 Ukraine introduces new dialing rules for domestic and international calls originating in this country and a new area code for the Kiev region:

The old Trunk Code 8 (eight) is no longer required for dialing Ukraine long distance calls; as a result all Ukraine numbers will have the following national dialing format: 0 xx ??? ???? (xx is the area code/cellular network code)

Dialing international calls from Ukraine no longer requires the old 8 Pause 10 Soviet exit code; instead, Ukraine now uses Exit code 00 adopted by most European countries

The Kiev region is assigned area code 45, while the city of Kiev retains its old area code 44

This number you have looks right - fixed numbers are 8 digit in Benin (since 2005 when they were 6 digit). Maybe your parents no longer have this number - I tried dialing it too and I receive an inexistent number error.

In 2008 Romania implemented two major changes to its telephone numbering system:

New national dialing rule
Telephone number portability

New national dialing rule

As of June 2008 all domestic landline telephone calls must be dialed using the national dialing procedure: 0 (Romania's trunk code) + area code + local number, even if the number you want to call is in the same town/city.

Telephone number portability implemented

As of October 1, 2008 both fixed and mobile telephone numbers in Romania can be ported from one provider to another. A recorded message will be played in the event of calls made to a different network, thus allowing the caller to hang up before the call goes through. This is needed because each phone company in this country has been assigned a number range and subscribers can generally differentiate between in-network and national calls. With number portability this will no longer be the case.

A quick look at the Romanian telephone numbering system

Country code: 40

Fixed numbers in Romania have the following format: (0) 2?? ??? ??? for all cities except for the capital Bucharest with (0) 21 ??? ???? with 2?? and 21 being the area codes.

VoIP numbers use the same area codes as fixed numbers except for the starting 2 which is replaced by 3.

Mobile numbers have the following format: (0) 7?? ??? ???.

To dial Romania from abroad you will drop the starting zero. For example: dialing from the US to a Romanian cell phone: 011 + 40 + 7?? ??? ???. For a detailed list of Romanian area codes and related info please visit http://www.howtocallabroad.com/romania/

Hello,

All UK telephone numbers starting with digit 8 (eight) are special services (toll free, value added, etc). The 845 prefix is a non geographical local rate special service phone number range generally used by larger firms to be able to advertise a single phone number nationally. Calls to 845 numbers made from the UK are usually charged a local rate. Depending on the number called these special service numbers often can not be dialed from abroad.

During the month of October 2008 Vietnam has made some changes to its fixed telephone network:

1. Fixed 7 digit numbers in the cities of Hanoi and Ho Chi Minh are now 8 digit.
2. Fixed 6 digit numbers in all the other provinces of Vietnam are now 7 digit.

This change was made by adding a digit between the area code and the old subscriber number. Digits added are:

2 - EVN subscribers

3 - Vietnam Post and Telecommunications Group subscribers

4 - Vietnam Multimedia Corporation subscribers

5 - Saigon Postel Corporation subscribers

6 - Viettel subscribers

Example:

Former telephone number from Hanoi: 8?? ???? with operator Vietnam Post and Telecommunications Group now becomes 38?? ????. Dialing this number from the US for example: 011 (US exit code) + 84 (VT. country code) + 4 (Hanoi area code) + 38?? ????.
