The Saudi Communication and Information Technology Commission has just announced a change in Saudi Arabia's fixed telephone numbering system. Namely, all current single digit geographic area codes (1, 2, 3, 4, 6 and 7) are going to be added digit 1 to form 2 digit area codes: 11, 12, 13, 14, 16 and 17.

The change will be implemented in two steps:
-starting May 13, 2013 area code 1 (Riyadh area) becomes 11;
-starting August 18, 2013 all the remaining area codes codes will be updated as described above.

More details:

Rafael,
To call this US toll free number from the Philippines dial 00 1 866 and so on. Keep in mind that toll free numbers in any country are meant to be called nationally, therefore your call may not work. If so, try replacing 866 with 883. You can read more info on this by visiting the page below:
http://www.howtocallabroad.com/qa/toll-free.html

Hi, I tried using the information on the website but it still is not working.

The number I am supposed to dial as was given by customer service is "+1-866-449-8358" this is the number that an American would dial within America.

If I am in Manila, Philippines, what do I dial on a landline to get to this number? Much thanks. It is of the absolute importance.

Hello,

The zero before 6 is not needed so just dial: +33 6309141xx. You have to literally key in the plus sign. As an alternative option I believe you can also dial the local version of the number: 06309141xx.

Hello,

Normally you should drop the starting digit and dial 00 44 845... However, the 845 prefix is used for special rate phone numbers in the UK and as far as I am aware these numbers can only be reached from within the UK. If you've been trying to call a business or institution they should also provide a regular telephone number for you to call. Anyway, go ahead and try dialing the number without the starting zero - who knows, you might get lucky.

These are all US phone numbers from the state of Virginia, except for the latter which is a toll free number. Just leave out the starting 11 and you'll be able to see what I mean. Probably 11 is a code they use to place state to state calls. Check out this area code list for more information:

Hello,

Polish phone numbers are 9 digit so if you already have 9 digits there is no need to add 12. You should have 011 48 followed by the 9 digits. If it is a Krakow phone number and yet it doesn't begin with 12, then most likely it is a cell phone (these do not use area codes). See the page below for more info, including starting digits for cell numbers:

Hello,

Toll free numbers are generally used for calls originating in the country where they are registered. This is why you haven't been able to successfully dial this number.

I looked up the number and found some alternatives this German hotel provides for customers dialing in from abroad. Here's the page:
http://www.commundo-tagungshotels.de/en/contact/contact-us.html

I am talking about the "Freephone number from abroad" which you should be able to dial from the US free of charge, or, as a last resort, the "chargeable" number at the bottom which is a regular German landline. In both cases you should replace the starting 00 with 011.

Hello,
Travelers to the US using a cell phone registered in their home country should be able to dial all calls the way you do. As far as I know, calling a US toll free number using a US cell phone isn't free. This should apply to these visitors as well - they should be able to call, but they will get charged.

Hello,

Malaysian cell phone numbers are either 9 or 10 digits, and they all start with 1. When calling/texting a cell number within Malaysia you must also add 0 before the number. This is what you will use if your Canadian cell has Malaysian roaming service. See the link below for more info:
