It is an Israeli cell phone. Even if the owner of this phone is in Egypt, you will still have to call them as if they were in Israel: 011 972 525 xxxxxx. In other words, they gave you a complete number - you just have to replace 00 with 011. 00 is the exit code used to dial abroad from most countries.
