Yes, US and Canadian cell phones inquire charges when receiving calls. The good thing is that calls to cell phones aren't charged higher rates. For example, calling from a Toronto landline to a Toronto cell costs the same as calling another Toronto cell. Look for higher plans with a ton of minutes included. These included minutes are also used up when receiving calls.
