Basically all fixed and mobile numbers were added a starting digit as follows:</p> <ul> <li>Fixed numbers of the format ??? ???? became 2??? ????</li> <li>Wataniya Telecom mobile numbers of the format ??? ???? became 6??? ????</li> <li>Vodafone mobile numbers of the format ??? ???? became 9??? ????</li> </ul> <p>Kuwait has a closed numbering plan - no area codes are needed to dial out.
