<description>&#60;p&#62;On October 17, 2008 an expansion of the Kuwait numbering plan was made. Basically all fixed and mobile numbers were added a starting digit as follows:&#60;/p&#62;
&#60;ul&#62;
&#60;li&#62;Fixed numbers of the format ??? ???? became 2??? ????&#60;/li&#62;
&#60;li&#62;Wataniya Telecom mobile numbers of the format ??? ???? became 6??? ????&#60;/li&#62;
&#60;li&#62;Vodafone mobile numbers of the format ??? ???? became 9??? ????&#60;/li&#62;
&#60;/ul&#62;
