<description>&#60;p&#62;The only situatiation in which you wouldn't add 011 followed by the country code is for calling a US cell phone roaming in another country. This doesn't look at all like a US number so I guess this is not the case here. I believe that this is a phone number registered in the UK which has country code 44 and the cell number is 703 197 0???. The starting 1 makes no sense if I am right so you would dial: 011 44 703 197 0???. Of course this person can be in Germany, but you would still dial the UK number. Try this and let me know if it works.

<description>&#60;p&#62;I did not add the ???, he gave me 1447031970??? and told me told dial it exactly as he gave it to me. In fact he advised me to not add the 011-49 when calling from US but even that doesn't work. I tried to call it and drop the ??? and that didn't work either. Got any other suggestions.&#60;/p&#62;

&#60;p&#62;The cell number you gave above has too many digits. Germany cell numbers can be 10 or 11 digit and you have 13. Or did you add the ??? without removing any digits?
