This doesn't look at all like a US number so I guess this is not the case here. I believe that this is a phone number registered in the UK which has country code 44 and the cell number is 703 197 0???. The starting 1 makes no sense if I am right so you would dial: 011 44 703 197 0???. Of course this person can be in Germany, but you would still dial the UK number. In fact he advised me to not add the 011-49 when calling from US but even that doesn't work. I tried to call it and drop the ??? and that didn't work either. Germany cell numbers can be 10 or 11 digit and you have 13.
