   Your site says:
   from the US to Uzbekistan
   for calls to a cell phone dial: 011 + 998 + 9? ??? ????

   What number comes after 9? (?) All the city codes are two digits and the phone numbers are seven digits. Your format lists only 8 (unknown/variable) numbers.

   Any number can come after 9?. In many countries including Uzbekistan no area codes are used for cell phone numbers. This is the numbering format for cell phones - they all start with nine followed by 8 digits.
