calling a Kuwait cell phone number in Lebanon

    I am trying to call a Kuwait cell phone number of a friend who is now visiting Lebanon. I have put in the country code but it does not go through. I am calling from the United States using my cell phone. This is the original phone number: 009655566???. I did try to change the country calling code from 965 to 961 but no luck. Thanks

    The call doesn't go through because of the starting 00 which is the exit code used to dial internationally from Europe and other countries. When calling from the US you must use 011 (011 965 etc). No need to replace 965 with 961.
