Here's what you're doing wrong: you're trying to dial a Rome, Italy landline using France's country code. What you should dial (from the US/Canada): 011 39 06 96 70xxx.

but it's France I am calling, not Italy. So, that's why I need the "33". I just tried 011 33 06 96 70xxx, and that didn't work either.

The number you have is from Italy:
-39 is Italy's country code
-06 is Rome's area code
-the rest is the local numberI don't know where you got this number, but placing France's country code in front of it won't help. The number already includes Italy's country code.
