calling from Philippines to South Korea

I cant go through calling from Philippines to South Korea I normally dial 00 852 1 plus the cellphone number removing the first 4 number of the person I’m trying to reach. We have 12 digit number for cellular phones here in Philippines but every time I did this a prompt appears number not in use and when I tried to use the last 7 digit number of the cellular phone I received a recording or sometimes It rings but when I asked him he said he never had a missed call.

Hello,

852 is Hong Kong’s country code. For South Korea you should dial 82 (00 82). I’m not sure what you mean by “removing the first 4 number”. Please explain.
