I want to Know when an Australian [with his mobile] traveling in India how should be connect to an Indian mobile?

Hello,

Just have them dial the 10 digit Indian mobile number preceded by zero. Example: 0xx xxxx xxxx. Or I suppose dialing the full international number should also work: +91 xx xxxx xxxx (without the initial zero this time).
