   I can call the cell number while he is in Japan, but when he travels, the call won't go through even though he has service. Help? Dialing tips? I am in the US.

   Hello,
   The call should go through no matter where he is if he has roaming service. To call you don't need to change anything - just dial the Japanese cell as if it were still in Japan. From the US you would have 011 81 followed by 10 more digits. Is this how you've been dialing with no success? If so I believe the issue is on their end not yours.

   Thank you! That is exactly how I've been calling. It seems the issue is on his phone's end, like you suggested.
