I have been trying to dial the number +52-984-873-4???. I've tried 011-52-984... and 011-52-1-984.... and lots of other combinations. I'm calling from a cell phone to a land-line. What am I doing wrong?

You are doing nothing wrong except for when you are adding 1 before the landline number (1 is added for cell numbers only). If the call doesn't go through there is a problem with the line you are using to dial out - could be that you must activate your cell for placing international calls. Call your wireless provider to inquire about this.
