Hi,
I have a flat rate with my landline to call throughout the USA. Does this include Quebec as well?
What about if I call from my USA cell phone?

Hello,
Some flat rate phone plans do include calls to Canada. There is no way for me to answer this question because I have no idea what plan you have, what company provides it and so on. It would be best for you to call them and inquire about this. Same for your wireless service.
