I called a cell phone in South Korea and speak with friend, however when I tried to call back, I rec'd an automated voice stating it was a vacant number. How do I call South Korea with no problems or is the automated speech about a vacant number a systemic issue. I dial 011-82-1 then cell number. Again, I was able to speak with colleague 1x dialing the same number. Please assist.

Hello,
So you called your friend and you could speak with him? And now calling the same number triggers the automated message? Maybe your friend no longer uses that number?

no, I spoke with friend via skype to see if anything change about the phone or cell number and the reply was no. I tried calling about 5 minutes after I made the original phone contact.
Did not report any changes to phone and is able to receive calls from her office in Korea on the cell.
pls assist.

Could be an issue on your end. Have you tried dialing this number using a different line?

I tried use a calling card and I used a cell phone and I used a land line. They both result in the automated response. I was reluctant to use the operator assistance because it consumes so much of my minutes from the phone card. It looks like I may not have an option.

I could try dialing this number for you to see if I get the same message. If you wanna do this just send it over, either by replying here or by sending me a message using the Contact form at the top right of this page.
