   I would like to know IF you know how I use my canadian rogers cell phone to call
   Valparaiso, Chile from Mendoza Argentina...

   I have tried a few combinations...00-54-32 + the number...but it does not seem to go...

   Hello,

   Chile's country code is 56 (not 54) so you would dial 00 56 32 + 7 digit local number. If you are calling a Chilean cell you do not add Valparaiso's area code. See this page for more on calling Chile from Argentina.
