   How do I call from my U.S. cell phone in Portugal to another U.S. cell phone in Portugal and from my cell phone to a Portugal cell phone?

   Calling between two US cell phones in Portugal has this format:
   00 1 ??? ??? ????
   Basically you dial back to the US and the wireless company redirects your call back to Portugal where the person you want to reach actually is. This generally results in high charges for both of you.

   Calling a Portugal cell has this format:
   9 ???? ???? (no international codes needed here).

   Same thing - just dial it the way locals do. Portugal's telephone plan has no area codes and all landlines are 9 digit and start with 2 (two): 2 ???? ????.
