Would there be any circumstances when a phone number with a Ghana country code of 233 be used to talk with someone in UK London? Is there such a thing as a configured line that would allow that?

Just to make sure I understand this correctly: you mean the 233 country code line would be used by someone who is in the UK? If so, this is possible with some VoIP services. Basically, some VoIP companies provide a globally available service meaning that you get a number registered in a certain country and when traveling abroad you keep the same number (provided you place calls via an Internet connection).
