I don't think you can do this. The Cuban wireless provider http://www.etecsa.cu/ doesn't seem to sell anything online at this time.
As for the most inexpensive way to call Canada from Cuba - if the person in Cuba has a broadband Internet connection they can use a PC to Phone (VoIP) service to place inexpensive calls. On this page http://www.howtocallabroad.com/cuba/ we have a calling card search at the bottom. Try using that to find a VoIP service.
