On September 30, 2012 the Consejo Nacional de Telecomunicaciones del Ecuador (CONATEL), Quito implemented a previously announced “third phase” change in Ecuador’s telephone numbering plan. The change consists in the addition of digit 9 to all mobile phone numbers in this country.

Example: former Ecuador 8 digit cell phone number of the format 8 ??? ???? becomes 98 ??? ????.
