   Hello,

   I believe it is a French cell number:
   -33 is France's country code
   -688301??? is the French cell phone (these are all 9 digit and can start with either 6 or 7)
   -the 01 in the beginning is incorrect - you should have 011 if you want to dial this number from the USA
