Help! A frantic call came in on my cell…

Help! A frantic caller called my cell serveral times in the morning hours here in the central time zone of U.S. within a small amount of time. She was extremely frantic and speaking a language I could not understand. When I would hang up, she would dial right back. I don’t understand the codes for calling international. The number shows on my phone as “6281313815???”. I put question marks for the last 3 digits. Even though I know there is nothing I can do for this lady, I still worry and wonder.
