By roaming cellphone I suppose you mean a Philippines cell traveling to New Zealand? If so just dial the number the way you dial it when the cell is at home in the Philies. Here's a page explaining in detail how international roaming works
As for rates charged - you, the caller will not pay any extra charges or international rates. The person you will call will however incur international charges.
