How to call to non-international dialing areas

How would you place an international call to any exchange that’s either non-dial or dial but not having international calling? There are areas in Africa that are served by manual switchboards.

Hello,

Are you saying that these lines can not place or receive calls? I imagine there are phones who can not dial out, but if a telephone can not receive calls what would be its use?
