How to send text message from Argentina to Netherlands?

Please help I need to send msm from an argentinian celphone to a celphone from Haarlem Netherlands…..
I tried everything and nothing works…. i get messages from this person, but this person cannot get mines…
this is what i tried:
+31 23 6 xxxx xxxx
0031 20 6 ……..
+31 2 6 xxxx xxxx

Anybody can help me?

Hello Cinthia,

Dutch cell numbers do not use area codes – you tried using 2, 23 and 20 (not sure why you added 20 or 2 since only 23 is Haarlem’s area code). Anyway, what you should enter is either +31 6 ???? ???? or 00 31 6 ???? ???? – both work.
