international phone in US, calling US

Visitors from Europe or etc., on roaming, calling a local US number, how would one dial it into the phone?

Also, do 1 800 numbers work?

Hello,
Travelers to the US using a cell phone registered in their home country should be able to dial all calls the way you do. As far as I know, calling a US toll free number using a US cell phone isn’t free. This should apply to these visitors as well – they should be able to call, but they will get charged.

so that means a German cell phone, for example, while in the us, would just dial

131046955xx? no leading “+” nor leading “00”?
