It seems that the ITU says that the dialing pattern CC+0 is not valid internationally. However, there are several exceptions. Is there a resource for those countries who do allow leading zero?

Hi Ellen,
The dialing pattern Country Code + 0 is not valid for countries using zero as a trunk code. However, there are some countries (Italy is an example) that have zero as part of their phone numbers. In this case, dialing CC+zero is a must since you can only reach a person if you dial the complete telephone number. I do not have a list of these countries, frankly, besides Italy I do not remember of another one.
