phone to a cell phone in the philippines from a landline in portland oregon

    1. good day i wish to place a call from portland oregon to marawi philippines the number i have is 011-63-910-8095??? i would like to know if this is the coorect amount of numbers and if i place this call is the receiving party also charge. i have been informed accordingly from my landline company comcast that the cost to a cell phone in the philippines is 19 cents a minutes does that also sound right. thank you for your assistance,

    Hello,

    Yes, this indeed looks like a Philippino cell number.
    The called party should not be charged anything for incoming calls. The 19 cents/min rate is about average (you would likely pay less for calling a fixed line).
