problem calling latvia

Hi,
I have been trying to call my fren in Latvia from Nepal.I have tried calling from my Nepali cell phone, landline,Voip call but it says that the no. Is incorrect.i m not able to send messages to.I have reconfirmed de no. From my fren and is absolutely correct
Its a 8 digit no. Starting with 2.i call putting the international code+371 follwed by de 8 digit mobile no. I hav also tried with 00371.
Please help me on this.

I hav tried calling from different cellular service providers in nepal, and also fixed lines. Is it possie tht calling to latvia is not allowed or something big time wrong wid operators here.
