   I have tried to call from the US to my boyfriend's cell phone in Germany but every time I try to I just get some German recording yelling at me about something in German. I have tried using the calling codes 011-49-1-xxx-xxx-xxxx (the x's are his cell phone number) but again the german woman comes back. He is stationed at Ramstein Airforce Base, so I might need an area code? Thanks

   I have been dialing 011-49-1-xxx-xxx-xxxx (his cell phone number is the xxx part, just like I would dial it in the US)

   So you're actually dialing his US cell by adding Germany's country code? If so this is why you're not getting through. If your boyfriend is in Germany with his US cell you should dial his number as if he were still in the US, nothing changes.
