send text message from Malaysia to Philippines

hi, i would like to know how to send text message from Malaysia to Philippines, my friend gave me her numbers which are in this form – 099913***** i am not sure what to put in that number in order to text her, pls help me thanks 😉

To text a Philippines cell add 0063 and drop the starting zero in the cell number: 006399… You can also enter the plus sign (+) using your mobile phone keyboard to replace the starting 00: +6399…
