how does one go about making a call in russia from a land line to a cell in canada?

To call collect internationally you must find a company that provides this service. They will give you instructions on how to dial.

To place a collect call, service can be either provided by the called party’s phone company or by a third party provider. In the first case you should ask the called party’s phone company if they allow for collect calls from outside the country and if so what number you should dial to place such a call. For the latter, you must find a company that provides this service for calls from Russia to Canada.
