Calling a South Korean Cell when person in London

I live in the US and need to call a person who owns a South Korean cell phone.
He had to travel to London, UK for a few days.

Can I call his South Korean cell while he is in London?
Would I use the UK code (011-44)
Or the SK code (011-82)

Please advise. It’s an emergency.
