    the phone number that I have been given is: 39 06 96 70xxx.
    I have tried dialing: 011 33 39 06 96 70xxx, and that doesn’t work. What am I doing wrong?

    Here’s what you’re doing wrong: you’re trying to dial a Rome, Italy landline using France’s country code. What you should dial (from the US/Canada): 011 39 06 96 70xxx.

    but it’s France I am calling, not Italy. So, that’s why I need the “33”. I just tried 011 33 06 96 70xxx, and that didn’t work either.

    The number you have is from Italy:
    -39 is Italy’s country code
    -06 is Rome’s area code
    -the rest is the local number

    I don’t know where you got this number, but placing France’s country code in front of it won’t help. The number already includes Italy’s country code.
