I’m here in Dubai, UAE but I can’t reach my friend’s celfone in Israel. I followed your call guide but still can’t get through. Pls. help…thanks!

It looks like you are dialing the right digits. There could be restrictions on placing international calls by your service provider. Try calling them to inquire about this.
