Since the last two days, i.e., since 31/10/10 I have been trying to call
Leuven by dialing 00 32 16236 ???, but till now it is saying that
dialled code does not exist. I have been calling this number regularly,
but never before did I face this problem. The problem is while calling
from land lines, but I am getting the connection while calling from a
mobile number. I tried from two land lines but it is saying the same
    thing.

I guess there's a problem with the landlines you've been using (for example no direct dialing for international calls). I would call the company providing the fixed telephone plan to inquire about this. The numbers you are dialing look right to me.

I had tried from two landlines, which are quite old connections and both have ISD facilities which I have been using every now and then particularly for calling this number. I had however never faced such problem before. It is more strange since I am getting the connection OK while dialing from my mobile phone.
