    Hi –

    I thought I understood how to dial Paris from my mobile phone while I am in Paris, but I guess I don’t. I was given this number: 0033 651 506423. I thought that there was only one zero then the nine digit number when dialing within France. I am not sure why there are two zeros then two threes. Sorry if I am dense.



    You are not dense:)
    The number you have is what people from other European countries dial. 00 is the code used to dial abroad from the EU (the US uses 011) and 33 is France’s country code. While in France you can drop 0033 and add 0 instead (0 is a code used to call domestically, just like US residents have to add 1 before the area code when dialing a state to state call): 0651 and so on. However, using 0033 might also work even when calling within France. The reason: wireless networks are smart enough these days to figure out that this is a domestic call.
