I tried to call to a cellphone in Orlov-Russia without success. The phone number has 10 digits. Is it true that some regions in Russia are not connected to the international phone network?

Hello,
I am not aware of Russian phone numbers that can not be reached from abroad (this doesn’t mean they don’t exist). If you want me to take a look at this number and perhaps dial it to see if it goes through just reply to this message or send it to me using the contact icon above.
