9 isn't a geographic area code. It is the leading digit for all Russian cell phone numbers.
Unlike the US, most countries use area codes for landlines only while mobile numbers use a separate leading digit available nationwide.
So, is the code 15 legitimate? I can't find it in your chart.
Again, Russian cell phone numbers DO NOT use area codes. There is no 15, or 915 code. All cell phone numbers begin with 9, that's all you need to know. The number you have begins with 9 so it is a cell phone and yes it looks like a legitimate one.
So, following the 9 is a nine digit long phone number. And that is the way it's supposed to be in Russia?
