Calling/Text between Moldova and Canada

I have a friend who’s recently moved to Moldova, and when talking on Skype last night, he attempted to send me a text message, which I have never received.

We both have GSM phones, so there should not be an issue there.

He says he phoned 001905???????. The number in question is correct, we’ve double checked that it was entered correctly, yet I never received it. Should he try instead +1905???????. Does it make any difference?

For me to try and send him one would I just use +373???????

Does a message that never reaches it’s target still cost you money?

+1905 and 001905 should both work for texting and calling. The most likely cause of his text not reaching you is your friend’s wireless plan not allowing international texting and/or calling. I would advise him to call the Moldavian wireless carrier he subscribes to and ask about this. Normally he shouldn’t have to pay for unsent messages.
