calls from philippines to belgium cellphone

i want to call a cellphone to belgium.. i am using 011 324 ???????? i cannot connect
to that number to call

The reason why you can’t call is because you are using 011 to dial – this is the exit code used to place international calls from North America. From the Philippines you must use 00 instead: 00 32 4???? ????.
