Colombia cell service with Claro exit code

Um trying to help someone in Colombia call my Canadian cell phone. On the website it says to dial 00X+1+###-###-####
I see that claro code us listed as 444.
So would he dial 00444 or just 444?

The answer is you would dial 00444. If using a cellular phone to place the
call they can use +1 instead of 00444 1. To dial the plus sign one has to
long press zero.
