Dialing from Norway to Russia

i want to call this number from norway to russia 8 985 280 3x xx.

This number doesn’t look right: I believe the starting 8 should be 7 because 7 is Russia’s country code. The rest of the number 985… looks like a Russian cell phone. In fact I just tried dialing both ways: 00 7 8 985… and it doesn’t work. When dialing 00 7 985… the phone rings.
