This number looks like a cell phone registered in South Africa. Maybe this person is traveling to Zimbabwe with their South African cell. Here’s my reasoning: 27 is S. Africa’s country code and cell numbers over there start with 7. The only error I see – the actual cell number should be 9 digit (yours is 10 digit without the country code 27).

Anyway, to dial the number add 009 in the beginning. If it doesn’t work it’s probably because, like I said you have one too many digits.
