How to call from Singapore to Georgia

I was given this 770-???-????- how do i call and also what’s with the + thingy?

You will dial 001 995 770…. The plus sign can be used to replace the 001 exit code when dialing from a cellular phone.

Regarding the number you are dialing (770…) – it looks like a cell phone from Georgia although from the last update I received Georgian cell numbers contain 8 digits as oppossed to 10 in your number. Would you please clarify this by replying to this post. Thanks.
