SMS from Canada to Russia

Hello I need to send text messages to my friend in Russia and I live in Canada. Please explain how I do this, for some reason I cannot get it to work.

This is my dialing format. +^7^9xx^xxx^xxxx. Voice calls work but SMS is not getting recieved by recipient. The text goes through on my end.
