    Hello. I, from M?xico, am trying to call one of my friend’s cell phone who lives in a closed city in Russia https://en.wikipedia.org/wiki/Closed_city

    Everytime I call my friend’s number, a recorded message in Russian and English tells me that the mobile phone is switched off or outside the coverage area.

    The mobile phone isn’t switched off; in fact, my friend has it powered on all the time and has been able of calling me once. The problem must be related to being located in a closed city.

    Any tips on how to resolve this issue will be greatly appreciated.

    Hello,

    I don’t know more than you do about closed cities. I suppose it is possible that they have some kind of restriction on incoming phone calls. Would you like me to try and dial this number for you to see if I get the same recording?
