Both my friend and I will be in the USA at the same time and would like to arrange to meet up if possible. We both have UK mobiles with international roaming enabled. In the UK I would dial 07????????? to reach him. Am I right in thinking that while we are both in the USA, to phone or text him I would have dial either +44 7??????????, or 0044 7??????????

Hello,

You are partly right: it would be either +44 7… or 011 44 7… (Americans and Canadians use 011 instead of 00 to dial abroad).
