UK mobile to USA cell phone – both in USA

My mum is on holiday in USA and has taken her UK mobile with her. I’m at home in Uk and she can ring and text me and I can ring and text her.
I can also ring and text the people she is staying with the USA.
But how can they ring each other?
For example my mum was delayed in the visitors and green card area at Seattle airport last night and was trying to ring the people who were picking her up, but didn’t know what numbers to put in front of the USA cell phone. She tried 001 and that didn’t work.
She ended up ringing me and I then had to relay the message to the people waiting for here – and visa versa.
Not much fun when I was trying to sleep at 2am.
What numbers do they need to put in front of each others numbers when trying to call each other over the next 3 week holiday?
