What is the procedure for calling a U.S. cell phone in France from a U.S. landline?

Hello,

The procedure is: there is no procedure 🙂
In other words, you mustn’t change anything in the way you dial the US cell phone while the person carrying it is in France. Their US carrier will simply redirect all calls to wherever that person is (provided they have an active roaming service).
